Is graffiti art or vandalism?
That word has a lot of negative connotations and it alienates people, so no, I don't like to use the word 'art' at all.

Vandal - ism
A Germanic people originally perhaps from the Baltic area, who settled in the Danube late 4th-c. Pushed W by the Huns, they invaded Gaul (406), crossed into Spain, conquered Roman Africa (429-439), and sacked Rome (455).
I suppose Juda-ism never sacked Rome, but I'm sure Jews would take an injunction against the English language if their name were used in vain (in the same context) although I understand they did sack Canaan some millennia ago.
American-ism would perhaps be more apt. Destroy totem poles, shoot buffalo & natives almost to extinction. Burn (every living thing, fauna & flora) in Vietnam & korea with Agent Orange. Destroy everything in Afghanistan & Iraq, not Oil or Gas related.
American-ism stands for anti every living thing that is in tune with nature & the environment. Whether native north americans, central & south americans, Vietnamese, koreans, and on, and so on, ...
As for Art:
Bart, Cart, Dart, Fart, Gart-er, Hart, Jart?, Kart-oom, Lart?, Mart, Nart?, Oart?, Part, Qart or Quart, Rart?, Sart-orial, Tart, Uart?, Vart?, Wart, Xart?, Yart?, Zart?

Does that make Warhol & Pollock vandals or (piss) artists
Graffitti or unwanted spray paint on your garage door or house walls even if 'arty' remains unwanted.
Spray artwork - even if 'good' needs to be in appointed places, whether underground walkways or why not undeground 'tube' ceilings.
If you can have 'poster' advertising - why not have empty 'billboards' assigned as free graffitti expression points.
This removes the 'vsndalism' or criminal act, from the free expression with spray cans. It also means that if the graffitti is worth saving/collecting for posterity on a particular day, it can easely be done so.
No objections from the graffiti artist if his work becomes collectable - as long as it does not become commercial, I dare say.
That doesn't work, because graffiti is defined as... writing or drawings scribbled, scratched, or sprayed illicitly on a wall or other surface in a public place.
Hence, if it is in a designated place, it no longer qualifies as graffiti.
This also rubbishes the "how would you like it if someone graffitied your house", since my house is not a public place.
